In addition to what Narayank991 suggested please remember that there are a number of various standards for Bar Codes and you need to ensure you use the correct type
There is also a few links where it was discussed here at Chandoo.org forums: http://chandoo.org/forums/topic/draw-barcode-in-excel
Code 128 is capable of encode Upper case letters, lower case letters, numbers and many other characters. So it is possible to encode personal information into it. To get a high quality image, a barcode add-in for Code128 will be a better choice!
Add-in for Excel is the simplest way to generate barcode in E-sheet. Of course, you can integrate barcode font into Excel too.
But I'm not sure I got ur meaning well by downloadable QR code for Excel. You might check the if this QR code Excel library is what you want.

Hi!
At that time I was actually looking after downloadable code (no add-in, no trial, no non-free license) QR for Excel, i.e., in VBA., for this project: http://chandoo.org/forum/threads/qr-codes-iso-18004.9684
but thankfully I finished it last year.
