role of # in a formula

The above formula hyperlinks the vlookup value, I want to understand the role of # here, could some one please help me with this. The hyperlink is not working without the # in the formulae.

Firstly, Welcome to the Chandoo.org Forums

I think that the # is used to specify a page number in a PDF when it is hyperlinked too

If that doesn't make sense, can you post a sample file here
