Is *.xlsb file format accessible in both office-2003 & office-2007?

.xlsb format is available from version 2007 in advance.

In 2003 try installing MS FileFormatConverter, it works for .xlsx and .xlsm, but I never tried with .xlsb even I guess it will.

I have a file where I have to expand rows and columns..i use shortcuts-ALT+O+C+A (for columns)


ALT+O+R+A( FOR ROWS)


is there any way/key combination where I can expand both rows and columns at same time?
