Hovering Effect in excel

There is a table and a chart. Is there a way if I can add hovering effect on chhart as well as table?

Example:
a) If I hover over 2, 4, 5 etc show me a para.
b) If I hover over the table, show me a para.

Any other suggestions welcome

You can use Cell Comments on the Table
And Labels on the Chart ?
