Freezing rows

I have 4 cells I would like to freeze on several sheets in a book. Is there a way to freeze them if they are not on row 1? They are cells C1 D1 E1 F1 or I would like to freeze all of row 2. I am using Office 2010 and/or 2013

As C1:F1 will never be on row 2?

Can you please explain what you want as it is ambiguous ?
 
Based on what what? I want to freeze the entire row from moving and keep it on top or on the 2nd row. That's what freezing as row means
