Can excel to do roughing, scheduling, tracking, and print receipts?

As the title says and if so how much?
I don't except excel to to it all but can it work with other programs to do that?
Also can it be user friendly so that a layman can mess with it and not mess up the code?

Basically have one of many trucks, go to locations in order, with a schedule, that can print out a bill (bonus if it can use the tablets gps to determine where they are in the stored client list within the vicinity), that its stored on the cloud, that someone else can refrence in an orderly, presentable, and quick way for billing/tax reasons, so that a non pc user can use.

I assume most will say no but just making sure.

The answer is a resounding Yes

But a better question is "Is it worth the time / effort to develop such a system?"

You will find most of the pieces here and on other Excel sites,
But putting it all together ?
