Why is my options grayed out

I am trying to do some conditional formatting and noticed all of my things on the developer tab and the others are all grayed out so I can not do anything. In addition when I o into my trust center to make any changes options is grayed out too. Any idea what to do?

Is the file saved in a trusted location?
Is the file saved as a *.xlsm file type ?
Are you a local administrator on your PC ?

I will check all of those I would say yes to all since I'm the designer and it's my pc. I had to get a back up copy from my external hard drive so perhaps it's recognizing my old pc idk. Thanks for all the questions Hui
