vlookup formula for looking up names in different formats

Can anyone provide the Chandoo address for the post he made on writing a vlookup formula for looking up names that appear in several different formats, from several different departments?

Human Resources Payroll
Mathews, Sean Sean Matthews

etc. I think the post was from 2010; I've looked at a gazillion on v-lookup today trying to find that post, but have had no luck.
 
No that was not the formula. I found that one, in several posts today.

The post I am looking for specifically talks about looking up names from lists that have the names written differently: last name first, first name; first name, last name; etc.

Thank you though for trying to help me. I do appreciate it very much.
