I added (tried) some code which could notice for 'need-more-gap',
but my run didn't mark any of those
... means that random works or code needs modification?

You should run to test it.
You'll see basic how do it tried to find it (later can make it 'quicker' = less animation).
Possible, 'need-more-gap's cases should see below [ Do It ]-button.
--- if this finds those, then it will try to find other resource!
Run and do Your checkings.
Send that file for me - I'll try to find needed modifications.

PFA the attached file. I've randomly sorted out data for "AR" resource and done some highlighting in yellow ( where resource is moving without a day gap)

... I tested for a long time
You'll continue testing ...
... there is a test-feature to see when/what happens!
... ... set Tasks-sheets's cell G1 font to bold and press [ Do It ] > You'll see ...
You can also get those challenge rows by gray-color ....

find attached the file ( ran full test ) and sorted some cases where resource is allocated to different location without a day gap.
