Time trouble

I have a sheet relating to timed delivery's and i am having trouble with past midnight and is it within 30 mins or 60 mins i have put a basic example

now i have a little bit more of a problem with if its under 30 MIN or between 30-60 MIN or over ?

where i3 is late time its the between 30 /60 is the problem
