Stuck! Unsure if I need an Array or a Sumproduct to return a value based on lowest date

Hi and thanks for reading.

I have been stuck for about a month on this. I have a large set of data that I need to determine the first date and job # based on the facility name. I have tried Index/Matches and tried a Sumproduct but I keep hitting a wall. I am probably over thinking it.

Please ninjas, I would really appreciate your insight on this.
Attached is a file with small sample data to work with.
