If a file/sheet protected with password, it can open in StarOffice without giving password simply removing one tick. What is the use of putting password and Is there any wayout for not opening in Staroffice also.
 
Excel protection is notoriously poor, it has always been easy to crack long before Star Office. If you need real security, Excel cannot provide it.

Passwords will only stop honest people

If somebody really wants access to your data passwords won't stop them
