Sorry, this is indeed the Power BI application but the graph is a jpg image (captured from Web) that I imported into Power BI for the demonstration.
Only the filter is real visual of Power BI

I don't know if this type of graph exists in Power BI

Ah, okay, ... And what's the visual about?
Would you have some data?
Football, matches 1 to x, won,lost, draw. That's my guess.

Here is a sample of the data, these are football results,
I put a test file with a Pivot table solution and a conditional formatting
It is also possible with Power query but I would have preferred a solution with Power BI

Maybe not exactly what you are after, but something similar is doable with a matrix visualisation.
