Simplify a VBA

Hello All,
I got some help with a project I was working on but I seem to be stuck. I need to figure out how to simplify this code so I can modify it, can anyone assist please? I did ask for help with my worksheets on another thread but no one replied. Here is the code attached if any good soul can help please tell me thanks.

I am sure I asked for you to upload a sample file with data and explain what it is trying to do?

When you say Simplify, do you mean for Ease of Maintenance, Shortness of code, Speed of Operation?

What is wrong with the current code?

I am new to this language and I don't understand it. I just want to be able to understand it so I can reformat it to get the results I want from my spreadsheet. I tried following http://chandoo.org/wp/2011/08/30/variables-conditions-loops-in-vba/ but I'm still clueless....

The working VBA code is in 'master-cec-application-trackingnewmacrotest6' file. Another member of this forum was helping me here but I guess he got busy. So I am just trying to pick up where he left off.
