secure previous work after particular time

I want to create a file where daily work is secure by convert the previous row properties uneditable and put securing time in one column of that row for this i will want to create a button. while next rows are editable.

DEAR ABY THANK FOR YOUR QUICK REPLY , BUT I THING I WISH IS THAT DATA BELOW LAST ROW FIELD IS ACTIVE AS THIS FILE IS DAILY WORK SHEET. SO I FREEZE LAST DATA AND WORK ON NEW ONE AND FREEZE LATER ON DAY BASIS.

OK I will do that, also can you tell me when you paste new data on row 15 on-wards and click freeze data, should finalize time be changed from row 5 on-wards or only for new data from row 15?

Dear Aby i want to put the time from line 15 ,

purpose of this is that i want to do my daily work and confirming when it is final , i want to freeze my daily work with freezing time (when i freeze the data ) so it is active file containing last work data day basis finalization time of that day.
