return last non-blank cell above (column)

I have been trying to get the last entry in a column of dates, above the current row and then add a week to it for the new current value. Then the same is to happen many rows further down, with blank cells in between.

The big issue is trying to return the previous non blank cell above, which can be the immediate cell above or many rows above.

I have been trying many somewhat complex lookup formulas, but I have been stumped trying to make anything work, while being row independent. That is, looking above the current row.

Has anyone came across this situation before and has a solution?
