Requiring formula on finding new outlet number!

Hi,

I need to construct a sheet that will show a sales personnel performance of creating a new outlet (month wise). On the attached spreadsheet I have provided the detail structure of the sheet as well as requirement. I tried to explain the problem as vivid as I could. Please help me to solve the problem.

What if there is another name in TSO column. Keeping the same thing, can I count how many outlets of Ashish specifically incresased,
