Random 10% Data Sample in each category actioned by assignee for Quality check

I need to find the 10% of data of each Assignee in different FunctionalTracks he has worked for the Audit and Quality Check.The data may go in thousands 5000+. Could you please help I have mentioned the output also.

Can you please clarify,

Are you after 10 random entries or 10 random entries that match eg: IT Tier 1 and System? etc where you specify IT Tier 1 and System/RAM ?
 
Hi Hui,

I need to pick 10% of System and 10% of RAM of all the tracks they have worked.Please let me know if any clarifications needed.

See if the attached solves your problem

I have added a helper column that adds a random number if the Assignee matches a Chosen value
Then I simply pick the lowest 10% of the values
press F9 and you will get different values each time as the random numbers change
I have added a CF to highlight the selected data in the source data so you can check it
