Problem with syntax of hlookup function.

I am learning Excel and stuck with an example from Microsoft Excel 2013, Data Analysis and Business Modeling book; Chapter 2, Practice problem #2. A formula for hlookup is as follows: hlookup(A3,B2:F82,B3+1,0). I have also included the screenshot So, what does this B3+1 signify in the row_index_num? Any help is highly appreciated!

Firstly, Welcome to the Chandoo.org Forums

B3=1 so B3+1 = 2

So in the formula: =hlookup(A3,B2:F82,B3+1,0)
This says

Lookup the value in Cell A3 (4) in the first Row of B2:F82 ie Column F
and return the 2nd Row
So the formula should return the Value 8 from F3
