Problem in horizontal distribution

Hello
This is a horizontal distribution with a vertical
I succeeded in vertical distribution but there were differences in horizontal distribution
Please make the differences equal to zero

O5: =MIN($L5,O$2-SUM(O$4:O4))
Copy down
P5: =MIN($L5-SUM($O5:O5),P$2-SUM(P$4 : P4))
Copy down and across

Actually O5: =MIN($L5-SUM($N5:N5),O$2-SUM(O$4:O4))
Copy across and down is better and simpler
