Does that not highly depends on the "why Jira is used for". To manage projects, to manage software development, to manage service desk tickets, to track demands, to track investments, ... And these are only a few of use cases I know. + What is the dashboard on? I recently helped a team at work to do process mining on Jira data.
A superior dashboard would highlight the thing to focus on, or detect anomalies, etc. Would you need to have historized information, for which you need to build some kind of DWH like layer in between; or is it only about the current as is? The latter "dashboard" can be entirely build in Jira itself.
To get to a superior dashboard: start with the basic questions. Why, what, how, when, who? What is the need/goal of such dashboard?
