Personnel duties yearly plan

Hi to all ,
We would like to have your assistance to solve the following task( ...for us is big....big sudoku) .
We have some personnel Engineers and Electricians to perform duties in some houses and we would like to organize/plan their duties on a yearly/ quorterly basis.
The problem has two legs : how to get the unique pairs of the Engineers/Electricians and how to plan/arrange these unique pairs in the houses and in the given time frame( quorters).
For your reference please find attached a sample workbook

Any help will be appreciated.

It is not very clear.

You have 6 houses , which need to be attended to by combinations consisting of 1 Engineer and 1 Electrician in the 4 quarters.

Your team consists of 13 Engineers and 20 Electricians.

If you just divided the 13 Engineers into 2 groups , you can easily have a unique set of 6 Engineers in Quarter 1 , and a second unique set of 6 Engineers in Quarter 2 ; the first set can be reused in Quarter 3 , while the second set can be reused in Quarter 4.

Similarly , the 20 Electricians can be divided into 3 groups , and you can easily have unique sets in Quarters 1 , 2 and 3. The first group can be reused in Quarter 4.

Where exactly is the problem ?

Thank you for your swift response.
The numbers 6 houses, 13 Engineers, 20 Electricians are refers only to our example. Actualy there are hundreds of houses, work stations, etc and hundreds of technicians and we would like to organize better their rotation.
Also we would like to focus on the combinations pairs for experience and skills purposes.
Any idea to separate the grpoups from the combination list will be a great value.

Can you leave aside the workbook you have uploaded , and describe your requirement with all the limits specified :

1. Number of houses
2. Number of workstations
3. Number of technicians
4. Number of categories as far as experience is concerned
5. Number of categories as far as skill is concerned
6. Rules for the assignments of technicians to the houses , workstations

For one region only:-
1. Number of houses 10
2. Number of workstations 13
3. As per attached list. HR provides us the approved combination pairs of technicians.
(based on their experience , skills, certification etc).
4. N/A. (HR approved)
5. N/A (HR approved)
6. Rules as per our previous:
(i) In each position must be assigneed different pairs during each quorter(Qs)
(ii) Each pair cannot perform duties in two consecutive quorters.
