Percentrank with multiple criteria

I want to write a percent rank formula with multiple criteria.

My criteria is level and department For eg. I need a percentrank for that particular level and particular department.

Can you share the sample output as well basis the attached..

Try the attached ,,,, remember with an array formula you have to press Ctl + Shift + Enter at the same time.
