Pending List of Payment

In the attached excel need a seperate list of pending persons who had not done payment under condition if the Dwelling status is Yes & also the number of months they have not made the payment.need a macro to run this and generate a list.If possible a Bar chart to represent the same.

Dwelling status >> In to be considered

payments i Rs 300 marked to be considered in case if it is blank they have not paid the amount.So those who have not paid 300 will be defaulter.

I am trying to consolidate that a person with Dwelling status as In but not paid , month wise defaulter + how many months they have not paid.

Scenario is in our association people reside inside but not paying the monthly subscriptions so want to get the list of people who are residing inside but not paid the subscriptions this is my ask.
So I tried to use combination <Dwelling status -===> in > without paid status to be found out.
 
Across months who has paid till now and who has not paid is not able to get as if we appl filter manuall getting this is difficult so need a macro or formula based conditions to arrive the pending payment list + pending names

Is it possible to get output as below in consolidated report along with existing list sheet this one as a separate sheet.

Have You thought few minutes
- Do it work even few months?
- Is Your 'the 1st sheet' useful for longer time?
My opinion is -- it should be different.

Thank for your words.

Kindly suggest me a better option to take this forward
as currently we have only excel for tracking this and no other option.
Trying to minimalize the manual activities.
 
How do You get those datas?
Have You thought few minutes?
... how long time Your sample sheet could work?

i am preparing the list to track the list of people who had paid the monthly payment of 300 and who has not paid monthly
we have a google form in which they update and transfer the amount to a common account - one person validates the amount paid which is updated in Excel and consolidated.

Month wise who has not paid - quarterly half yearly like that we will consolidate & follow up with the people.
