Need help with sumif formula

Hello,

I have an excel sheet where expenses for internal divisions are tracked by their fund number, by GL, and by month. I have a file of raw data where all the division expenses are shown. I have one tab each set up for the individual divisions and trying to pull the information for that division from the raw data.

The formula is tried to use was this
=SUMIFS(tamt,gla,$A4,fnumber,$I$2,podate,">="&I$3,podate,"<"&J$3)
But this just gives me zeros and not pulling any of the real information.

What am I doing wrong? Thank you in advance
