Need help with a simple radar chart

Greetings,
I'm currently working on my dissertation, I need to create a simple radar chard, just like the one in the picture bellow.
I need to create a wind rose, with a certain amount of annual rain coming from each direction. These are the values:
W 30,56
NW 21,30
N 7,80
NE 4,79
E 4,37
SE 4,51
S 6,16
SW 17,27
Does anyone have any idea on how to do this?
