Max with Restrictions Dividing Two Columns

Hi all,

I am having a hard time to get the result either by formula or macro. Hope someone can help:

I need to find the MAX value of the Sales per Store (diving one column by other column) under the following restrictions:

1. only for the month 12 (referenced cell)
2. only for years greater than 2016.
3. for the respective projected periods ahead (M1, M2, etc)
