Matching value in Vlookup to return value in column only if returning value is year 2023 (hard coded)

Hello Chandoo family,
I have the following scenario:
In Sheet2, I want to look up the order number in Sheet1, and if it finds a matching order number in Sheet1 and the start date in Sheet1 is "2023", then I want it to say "Y" otherwise blank; if there is no matching order number, I also want it to be blank.
