Looking up data based on two (or more) columns with criteria

Hi, this is my first post on the Chandoo forums although I have been following them for some time now. I didn't know excel 3 years ago but now know more than anyone in the office and have found producing spreadsheets that can help people work better/faster is very rewarding, especially dashboards. So thanks Chandoo!

I've had a look around for a solution to my problem on the forums but can't see a comporable issue (not to say there isn't one, I just struggled to apply it to my problem).

I'm trying to get a function that looks up 2 columns of data and selects the row that satisfies the 2 input criteria.

A lumpy solution that I have previously been using was to look up the 2nd column data for each range in the first column, tabulate these answers, then lookup for the 1st column. Effectively doing multiple times the amount of work neccessary.

I'm looking for a cleaner solution that could work for multiple columns without the use of macros or pivot tables.

Please see my public dropbox with a file showing a portion of the data I'm trying to lookup and decipher from.

Any assistance would be very much appreciated.

Thanks!
