Locking/Unlocking cells based on value

Hi,

I have the attached Tracker where I need to lock the cells with Status "Completed" so that the user cannot amend it and has to start a new line.Also If it could populate a Msg "This Entry is Completed and cannot be edited, please selected new line"

Can anyone help me with the same.
