Listing Maximum values from a Table

I have a table of 5 departments with the 12 monthly values in that department, What I would like to do is to list the department, maximum value (across all departments) and month that the value appeared

Without a sample file, my initial guess to use a Pivot table for this.

Or may be supply a sample file.

See your file, yellow cells has formula. Note this may result differently if you have max value occurring twice or more for the same department. Since you did not mentioned the case, I came up with these formulas.

Whoops, got he specification wrong!! the MAX value can appear more than once in each department
