Is there an error in Excel?

When I protect a sheet, but still leave the "Delete Rows" option checked, users cannot delete rows.

I need to be able to lock certain cells for formulas and text, but should the user not need that row, I'd like them to be able to delete it.

Please advise? I feel so dumb, this seems it would be simple!

Firstly, Welcome to the Chandoo.org Forums

You will need to select all the rows a user can delete and Unprotect them before you lock the worksheet
