Is it possible to nudge data labels with arrow keys?

I the attached file, I click on a data label and all data labels in the series are selected (which is what I want). I want to nudge all the data labels up a little bit, but when I use the arrow keys, the selection will cycle through all chart objects.

Some time ago, I posted a comment where I showed how to nudge an entire chart.

1. But I want to nudge the bottom data labels that are covering the blue. I want to put them over the blue portion so they are easier to read. I tried holding the Ctrl key first and that didn't work. Is it possible to do this?

2. As for the data labels over the silver bars, I would like to show them right above the bars. I selected edit data labels, and I don't see an option for that.

You can't nudge the Data Labels but you can just select them and drag them with the mouse

Same with question 2 (Silver labels)

I can drag each one individually, but can I drag all at once so they are uniform? I tried and it didn't work. I selected one, which selects all data labels. Then when I click again on one of them to drag the entire set, all other labels are then deselected, which means I can only drag the one that I selected.
 
An alternative technique would be to use a dummy set of data which has values say 20 above the Actual data
Then add a new series and set the line color to none
Add Labels and link them to the original data series values
