i am trying to create a graph that shows product volume by state and how that volume compares with the states overall population %. For example we sell $1M worth of product in California (state with a large population base) and we sell $10M worth of product in Alaska (small population base). Therefore we over index in Alaska and under index in California.

Firstly, Welcome to the Chandoo.org Forums

Simply calculate the States Sales / States Populatuion

Then display the Sales and Pro-rata sales on the same Chart
Sales on the Left Axis and Pro-rata sales on the Right Axis

If you attach a sample file we can supply a more targeted solution
