If function true/false value & hlookup

Hello ,

I have attached the file . Q1) In Sheet 3, Cell B15, it won't capture true value $13,457,819.60. How do I fix it? Q2) On the same Sheet 3, Cell D11, it won't generate hlookup for value in Sheet 2; K11 ($14,958,966). How can I fix these? Thanks.
