How to use =+ properly

I've been asked to make some revisions to a spreadsheet the previous user made use of "=+[cell]" in the spreadsheet and I'm not familiar with it. Can you tell me all you know about this?
 
It's a carry-over from old school days. =P

In older programs, users have to define whether a value was + or -, and so they got used to writing. From Hui's about page

Why do I start equations with a =+ ? Because Open Access used to start equations with a + and it has just stuck.

So, it doesn't really mean/do anything. You can remove them if you want, or leave them in. For even more oddness, XL handles cell references and numbers differently.
