How to show lines in word-wrapped merged cells

I have reports that have linked fields that require multiple cells for data, but below them the body requires lines, and the text needs to wrap. I've tried inserting text boxes over formatted cells, but invariably, midway through the page, they don't line up.

I am looking for a way to have the lines (not grid, no verticals) show, yet still have it wrap so you don't have to stop & start at each line.

Select cells. Press Ctrl+1

Go to Alignment tab

Go to horizontal alignment drop down.

Select center across selection
 
Or perhaps, on the alignment tab, just checking the "wrap text" option? I'm assuming the lines that you are referring to are just the cell border at bottom and/or top of cell(s)?
 
It's not in the how to wrap text that the problem arises. I need to have a large body section below (we'll call it) a header that is linked to named fields, but the body needs to more or less a narrative, but the report formatting requires it to have lines, like notebook ruled paper. I can merge all the cloumns in one row, format it to have a bottom line, but the text will only fill that line--I am looking for a way to have each row have a bottom line, but have it wrap through (like Word)the whole section (& did I mention some will be BOLDED, which is one thing that was throwing off when I tried to make a transparent image of lined paper set behind the wrapped text.)
