I want to draw a bar chart in which labels for these bars will be aligned to each other, and automatically move when the bar length changes so that labels are always outside the longest end.

and you want your labels at a value 20

Add a second series to your chart and make it a stacked chart

The second series will have values of =20-X Value

Then Change the bar color to None


Or


You could add a line to the chart as a combo chart which would have all values of 20

Change the line to the secondary axis

Then add labels to the line

Change the line color to None
