How do I fix my conditional formatting

If I have some cells that are opposite what they are supposed to be would that be the conditional formatting? Let me explain. I have spreadsheets that place an E for Even and O for Odd in certain cells. Some of the cells are placing the opposite reading instead of an E for even it is putting an O. Sometimes it is correct and sometimes it is not. Would that be my conditional formatting off or something else OR is this not enough information to go on?

I can upload a copy but they are HUGH plus I have an issue with my protection. You can look at the conditional formatting but can not get into the sheet. However I do have some old material that's the same way if that would help

I wrote some code to display like bingo numbers. When a number say like 26 plays which is Even it will display a E if 9 plays it will display a O. Now its a little more complicated than this but that is the jest of it
 
If you go to the 1st sheet row 54 you will see a 19 which is an Odd number, row 53 is even and so on. When you go to the 2nd sheet (starter)you will see row 54 says E and it should be a O, row 53 has a O and it should be a E and so on and the last sheet (#EO-UD) has 4 digit counter numbers and they count up. When a change takes place either R and T will change if it is even or S and U will change if it is Odd. So, row 52 was 6424 and the ball was 16 which is even but it went Odd instead. I need to get that fix so when an Even ball plays the correct one changes. I hope this makes sense

I may have to upload an additional sheet. I have another sheet that I enter the numbers to that are linked to this page It basically feeds the number that is drawn to sheet 1 of this book Should I try and make another dummy book or do y'all gurus have enough to work with? I gave two different games that I use. I call them a long and short game. The short one holds 100 draws and resets every 10 games The other holds 3000 draws with no reset. The short game works 100% but I need the long one to work so the pattern isn't reset every 10 games
