How? Applying the row grouping you have on one sheet to another sheet

This used to be easily accomplished in excel 2003 by pasting special formats. the grouping no longer is brought over in the pasting of formats when using excel 2007. does anyone know how to accomplish this? (i'm talking about the grouping of rows or columns so they can be expanded and condensed as necessary).

through a little more research, this may appear to be a setting. does anyone happen to know what that may be?

update: this is only happening to certain files. and it appears to be happening to files that were converted from an 03 format. any thoughts on this not longer working?
