help for an excel formula

I need to compute the finance charges by selecting the applicable interest rate within the covered months. Please help for the excel formula to use in column D using the interest rate in column k satisfying the criteria of column A and B. See my sample excel in the link below.

Type the formula in D9


=VLOOKUP(B9,$H$3:$J$9,3,TRUE)


You may copy the formula and paste in D9 in your sheet
