yes you can, you will need table like this.
series Type Description Value 1 value 2
1 technology trigger 3D bioprinting 10 10
2 technology trigger Human augmentation 12 12
the series and type are your horizontal axis and your values will be your vertical axis. you will use value 1 as a line graph and value 2 as a scatter pot graph, you will then add your descriptions as data labels for your scatter plot. viola.

on series, instead of 1, 2, 3 so on, use dates.

Sorry for the late response. Here it is:

...I hope you will like it, It is almost 90% as that of original pic, some features that are cosmetic might be missing. The biggest issue in its making was that there is no equation given to describe the basic curve (curve in gray color in your pic) so it consumed more time to plot it then to do rest of stuff. Any ways it was a good exercise.
