Formula to convert julian date YYddd to ddmmyyyy

I'm looking for some help on that, formula to convert Julian date to ddmmyyyy.
Example:

17213 = 01/08/2017
16214 = 01/08/2016

Julian date I have on cell E2 and would like the conversion on cell C2, if possible, if not will setup a helper column F.

Formula would be

=DATE(2000+LEFT(A2,2), 1, RIGHT(A2, 3))

Try:
=("1-1-"&LEFT(A1,2))+RIGHT(A1,3)-1

Edit:
Always in 2000:
=("1-1-20"&LEFT(A1,2))+RIGHT(A1,3)-1
