ERIC (Emission Reduction Investment Curve) in Excel

I am trying to make an ERIC curve (http://drgreglavery.files.wordpress.com/2011/01/110129-eric-diagram-for-blog-page-v1.jpg) in Excel 2003, but can't really do it.


I have all the required data available, but finding no way to plot it. Could someone please help?

You may want to start here for Variable Width Column Charts

Then add an extra series as a secondary axis and change it to a Line chart
