Dropdown for Fixed Header

In above excel or google sheet snapshot, would it be possible have say 7;30qm-9:00 am fixed cell to have "dropdown" option to CANCEL this event and cells in the whole column below (from "Eca Gig Section" to "Linsay" to then chnge colour (shaded) RED to signify cancellation? Thanks in advance
