Distribute a sum to specific cells

Hi, this is a problem associated with golf handicaps. A stroke represented by a 1 is assigned to a golf hole in the order as assigned to the difficulty of the hole.
Here is an example, we have to assign 15 strokes into this range, therefore we would assign 1 to 1, 1 to 2, etc., until we exhaust 15 strokes.
Assume that 9 would be in A1, the assessed stroke value of 1 would be posted into B1 below A1

There are of course multiple players and each would have various handicaps, and we would repeat the step per golfer.
Once I am done with this the Skins Scoring will be done and I would be very happy to share the scoring workbook with whomever good use one.

Thank you, I do not see where this formula distributes the sum of 15, when I tried the formula all 18 spots were filled with a 1, which represents a stroke. Spot 16,17,18 do not get a stroke and should be blank.
This is critical to the solution as every player will have a variable stroke allotment.
Tried to upload file however it is too large.
I will try and parse a portion of the solution

Col G5:G12, represents the handicap for the individual golfer

Let us look at simple example where a golfer has a handicap of 18, as there 18 holes the formula would be easy as this golfer would be granted 1 stroke per hole.
If a golfer has 24 as the handicap, 18 + 6 strokes would be granted. the additional 6 would follow as below.
The table I attached is the foundation for calculating a net score, all of that part of the workbook is complete, however it was far too large to upload.
On any given golf hole the golfers gross score is adjusted bt subtracting the handicap, therefore a gross score of 6 minus a handicap on that hole of 1 yields a net score of 5.
The 18 handicap was easy as the golfer received 1 stroke per hole.
When there is less than 18, an example 6, the golfer receives 1 stroke on the 6 most difficult holes. The degree of difficulty starts at 1 and ends at 18(easiest hole).
Therefore, the golfer would receive a stroke on holes 1 thru 6 based on the degree of difficulty.
In the table, the degree of difficulty H3:Y3 is below the actual hole number H2:Y2
H3:Y3 will change depending on the golf course.
In summary, the 6 strokes have to be assigned to holes 1 thu 6 in degree of difficulty.
