Count

I want find the count of AFM and binary_event_upload in the second sheet for evry half an hour range starting morning 8 AM to evening 8 PM meter wise.

Sheet 1 ( main data) represents the meterwise and time wise AFM and binary event message. i want the count in sheet 2 meter wise falling in half an hour range..
