Conditional Formatting - Percentage with Decimal

(Using Excel 2010)

I've searched far and wide for a solution for this, but can't seem to find my exact situation (even though it seems pretty common).

Basically I have 3 values:

Control: 2.3%
Test 1: 3.8%
Test 2: 4.4%

When I highlight the three percentages and select conditional formatting > icon sets (green, yellow, red dots), it comes back as:

Control: (red dot)
Test 1: (green dot)
Test 2: (green dot)

I know that Excel is rounding, so how do I get it to recognize that 4.4% is greater than 3.8%, thus making Test 1 (3.8%) a yellow dot??
 
Thanks for your reply. Unfortunately this doesnt solve my problem (I should have clarified this in my original post). The percentages are formulas so they will change depending on the selected data, so I need the formatting to be flexible with that.
