Conditional formatting - checking for > a number of hours in hh:mm format

Hello, I'm creating a timesheet that logs hours worked, flexi and also toil time, which is calcluated differently from flexi. I've just changed the format of some cells to a custom time format so that I can calculate in time and not decimal hours. Now I can't get my conditional formatting to work because it checks for greater > 12 when I now need the conditional formatting to check for > (or < 12:00) as hh:mm. There's a cap on flexi with only 12 hours flexi allowed in any one period so I need to flag when the total goes over the capped 12:00 hours. I've looked at the conditional with dates stuff but there's nothing about checking for greater than or less than a number of hours where the hours will be formatted as hh:mm.
