Conditional formating with similar criteria for different metrics

Hi Have a sheet with multiple metrics with actual and planned columns for each month so I want to compare actual against plan and rate the cell in RED if actual is behind planeed by more than 10%, amber for 10 % and greater than 0% and , Green for 0% or below (i.e actual is either equal to planned or surpassed the planned value)

sample data is as below

Metric | Apr (Actual) | Apr (Planned) | May (Actual) | May (Planned)

Cost 20000 22000
Proposals 5 8
workshops 10 10

How can I set this criteria in conditional formating
